Gov Otti Reverses All Command Promotion Orders by Immediate Past Administration | #NwokeukwuMascot

Umuahia, July 9, 2024 - In a sweeping move aimed at reforming the Abia State public service, Governor Alex Otti has announced the reversal of all command promotions issued by the previous administration over the last eight years. The decision, communicated through an official letter, was said to be the governor's efforts to restore order and adherence to public service rules.
The directive was addressed to key state officials, including commissioners, the Secretary to the State Government, all permanent secretaries, the Chairman of the Civil Service Commission, the Chairman of the Local Government Service Commission, the Chief of Staff to the Governor, the Deputy Chief of Staff to the Governor, the Clerk of the Abia State House of Assembly, the Chief Registrars of both the High Court and the Customary Court of Appeal, the Secretary of the Judicial Service Commission, and heads of non-ministerial departments and parastatals.
The letter, signed by Dr. Mrs. N.Q. Obioma, Head of Service of Abia State, explicitly states that all command promotions granted within the past eight years have been annulled. The letter, titled "REVERSION OF ALL COMMAND PROMOTIONS IN THE ABIA PUBLIC SERVICE," with affected civil servants directed to revert to their previous ranks effective July 15, 2024.
It reads: "Sequel to the unwavering commitment of the present administration to reform the Abia Public Service in line with the provisions of the Public Service Rule, I wish to convey the directive of His Excellency, the Executive Governor of Abia State, Dr. Alex Chioma Otti on the above subject.
"Consequently, all Command Promotions granted in the past eight (8) years before the inception of the present administration, to both individual Public Servants and the entire workforce (in April 2023) are hereby cancelled. All the affected staff are hereby directed to revert to their former rank and salary grade level before the Command Promotions under reference. Such staff will henceforth progress through the normal promotion processes as enshrined in the Public Service Rules and Regulations.
"This is aimed at restoring normalcy and seniority in the service, as well as the sanctity of the service which were eroded over time. Accordingly, Permanent Secretaries, Heads of Ministerial and Non-Ministerial Departments are directed to ensure strict compliance with this directive, and forward to the Office of the Head of Service corrected copies of their 2024 Nominal Rolls in both hard and soft copies, reflecting the reversion. This circular is with effect from 15 July, 2024."
