Umuehim, Nvosi - In a significant development, the Abia State Government has signed a Memorandum of Understanding (MoU) with Organized Labor in the state, addressing several critical labor issues. This agreement comes in the wake of mounting pressure and the imminent threat of a strike by the Nigeria Labour Congress (NLC) in Abia State.
Despite over a 70% increase in FAAC monthly allocations, Governor Alex Otti stated during a meeting with labor leaders that the State Government has not received funds from the Federal Government for the implementation of the N35,000 wage award.
His words, “There have been misleading stories circulating that the Federal Government provided funds to state governments for the implementation of the wage award.
“As of my last check, no such funds have been received. This state has not received a dime from the Federal Government to implement any wage award.” Otti said.
The MoU, signed on Saturday, includes provisions on the payment of minimum wage, wage awards, and other matters pertinent to Abia workers.
Key Highlights of the MoU reads, “Minimum Wage: The Office of the State Accountant General will collaborate with Organized Labor to reconcile discrepancies in the records of minimum wage payments. While government records indicate the payment of the national minimum wage of N30,000, Organized Labor claims the state is only paying N20,100. The parties aim to resolve this within seven days.
“Command Promotion: The reversal of command promotion aims to restore order within the State Civil Service. Both parties agreed that all regular promotions will adhere to the Civil Service guidelines to ensure fairness and order.
“Payment of Outstanding Salary Arrears: Salary arrears amounting to N16.5 billion, accrued over time, will be addressed gradually. The government has approached the State House of Assembly for virement to facilitate these payments.
“Severance Allowances: The Accountant General will ensure the payment of severance allowances to retired Permanent Secretaries and Directors.
“Verification of Workers’ Certificates: To address ongoing verification challenges, the State Head of Service and Accountant General will collaborate with Organized Labor.
“Leave Allowance: The Accountant General, in conjunction with personnel heads, will ensure the timely payment of leave allowances to staff.
“Wage Award: A monthly wage award of N15,000 will be paid for three months starting from the end of July 2024. Gratuity: No resolution was reached on the payment of gratuities.
“Regular Engagements: The government will regularly engage with Organized Labor leadership to discuss workers' welfare and other issues.
“Inclusion in Committees: Organized Labor will have representation in committees dealing with workers' welfare.
“Strike Action: The leadership of Organized Labor agreed to consider the relaxation of the proposed strike based on the MoU.
Signatories to the MoU: Pastor Caleb Ajagba, PhD, Chief of Staff to the Governor, Dr. Mrs. Ngozi Queen Obioma, PhD, Head of Service, Abia State, Sir Godson Anucha, Senior Special Assistant, Labour Relations, Comrade Okoro Ogbonnaya, Chairman, NLC Abia State Council, Comrade Emmanuel Alozie, JP, State Secretary, NLC Abia State Council, Comrade Sir Ihechi Engwe, Chairman, TUC Abia State, Comrade George O.S. Okogbue, Secretary, TUC Abia State.
The agreement marks a significant step towards addressing the grievances of Abia State workers and averting a looming strike that could disrupt state operations. The government's commitment to fulfilling these promises will be closely monitored by Organized Labor and the public.
