Governor Otti Appoints New Auditor General from Outside the Civil Service: A Deepening Nepotism Controversy | #NwokeukwuMascot

Governor Alex Chioma Otti’s administration continues to face criticism for its perceived favoritism and disregard for civil service norms. In a move reminiscent of his previous controversial appointments, Otti has appointed Eke Ngozi Ogbonnaya-Ugwo from Arochukwu to the position of Auditor General of the State, bypassing the established norms of the Civil Service Commission.
Ogbonnaya-Ugwo, who began her role over a month ago, is the latest in a series of appointments that have raised eyebrows among the staff at the state’s Audit office. This office is traditionally independent of the Executive, and the appointment of someone from outside its ranks has sparked considerable concern among employees.
The Governor’s pattern of appointing individuals from his own ethnic group, the Aro, is seen by many as an overt display of nepotism. The list of current key appointees from Arochukwu includes:
- Accountant General
- Auditor General
- Commissioner of Works
- Commissioner of Local Government and Chieftaincy Affairs
Critics argue that this favoritism undermines the ethnic diversity of the state and marginalizes other regions, particularly the Ngwa tribe, which is the largest ethnic group in Igbo land and has yet to see significant representation in Otti’s administration.
Moreover, there are growing allegations that Otti’s administration has failed to initiate any substantial development projects in Ngwa land, despite the Governor’s residence there. Funds allocated to local governments are reportedly being withheld from Ngwa LGAs, hindering local development. In contrast, Arochukwu has seen considerable investment, with the illegitimate LGA Transition Chairman reportedly executing extensive projects.

The situation is exacerbated by accusations of financial mismanagement, including claims that Otti’s administration borrowed N45 billion last year and sought further authorization for N57 billion, allegedly using these funds to enrich himself and his allies. The purported allocation of N50 million as compensation to members of the House of Assembly has also sparked outrage.
Critics assert that the level of corruption and nepotism under Governor Otti rivals, if not exceeds, the controversies associated with his predecessor, T.A. Orji. As concerns mount over the governance of Abia State, many are left questioning whether there will be any substantive change in leadership and accountability.
