Kyiv, Ukraine – Ukrainian President Volodymyr Zelensky announced on Friday the development of a "comprehensive plan" aimed at ending the ongoing war with Russia. This declaration underscores Kyiv's proactive efforts to outline a diplomatic resolution amid a prolonged and brutal conflict.

Zelensky's announcement follows a major international summit held in Switzerland earlier this month, where he sought to consolidate global backing for Ukraine's position. Notably absent from the summit was Russia, reflecting the deep-seated rift between the two nations. Zelensky emphasized the importance of garnering widespread international support for Ukraine's proposed peace plan. "It is very important for us to show a plan to end the war that will be supported by the majority of the world," Zelensky stated at a press conference in Kyiv, alongside Slovenian President Natasa Pirc Musar.

The summit drew participation from leaders and senior officials from over 90 countries. The majority endorsed a final communique underscoring the necessity of respecting Ukraine's "territorial integrity" in any peace settlement. However, the consensus was not universal. Key nations like India did not fully agree, and allies of Russia, including China, boycotted the summit in protest of Moscow's exclusion.

Currently, there are no active public negotiations between Ukraine and Russia. Public statements from both Zelensky and Russian President Vladimir Putin reveal a significant divide regarding the terms of any potential peace agreement. Ukraine maintains that Russia must withdraw its troops from all internationally recognized Ukrainian territories, including Crimea, annexed by Moscow in 2014, before peace talks can commence.

Conversely, Putin's demands remain uncompromising, insisting that Ukraine must relinquish more territory across its eastern and southern regions. The full-scale invasion, initiated by Russia in February 2022, has resulted in significant territorial occupation and ongoing conflict.

Highlighting the urgency of the situation, Zelensky mentioned in Brussels on Thursday that a "detailed plan" would be presented within months. "We don’t have too much time," he remarked, citing the high casualty rates among both soldiers and civilians as a pressing concern. Despite the fierce resistance, Russian forces continue to make incremental gains on the battlefield, having claimed another small frontline village on Friday. Currently, Russian troops occupy approximately 20% of Ukraine, including four regions they claimed to annex in 2022, despite not fully controlling them.

Ukraine's defense efforts heavily rely on financial and military aid from Western allies. However, despite this support, Ukrainian forces are significantly outnumbered and outgunned, enduring exhaustion from over two years of continuous fighting. As the conflict drags on, the need for a diplomatic resolution becomes increasingly critical.

President Zelensky's strategic plan represents a pivotal step towards achieving peace, yet its success hinges on broad international support and Russia's willingness to engage in meaningful negotiations.
